Eyeshadow can be applied before or after foundation. If you're doing a dramatic or colorful eye look, applying eyeshadow before foundation would make more sense so it could be easily cleaned up without affecting face makeup. For more natural or minimal looks, applying it after foundation works as well. Some people also use a setting powder or eyeshadow primer to minimize fallout.
